Project Kuiper is an initiative to launch a constellation of Low Earth Orbit satellites that will provide low-latency, high-speed broadband connectivity to unserved and underserved communities around the world.

This is a unique opportunity to assist in the development of a global broadband communication system.

Key job responsibilities
The Senior Regulatory Engineer will be responsible for ensuring that Kuiper products are designed and licensed to comply with worldwide regulatory requirements. You must be a technical leader with deep working knowledge of RF and EMC regulations and the processes required to determine and meet regulatory requirements. You will work with other regulatory team members and engineering, operations, legal teams to ensure Kuiper products meet all regulatory obligations.

You will own or contribute to the following:
• Developing detailed analysis products and strategies to enable Kuiper’s use of radio frequency spectrum
• Aiding in the filing of licensing and certification applications, including the preparation of technical analyses in support of license applications
• Identifying worldwide regulatory requirements for Kuiper customer terminal / antenna products
• Actively educating design teams on regulatory requirements and impact of key engineering decisions on compliance; helping to guide compliant design development
• Developing input for regulatory consultations and rulemakings
• Participate in standards organizations working groups

Due to applicable export control laws and regulations, candidates must be a U.S. citizen or national, U.S. permanent resident (i.e., current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum.

A day in the life
As a Senior Satellite Regulatory Engineer, you will develop analyses and simulations of Kuiper system performance, primarily with respect to radio frequency interference and radio frequency safety. You will work with a global team of public policy and legal experts to develop regulatory and policy advocacy strategies. You will work closely with satellite and product development teams to identify regulatory requirements, conduct system design trade studies, and to ensure the Kuiper technology and regulatory roadmaps are aligned. You will work with the global licensing team to develop satellite and earth station license applications. The ideal candidate is data-driven and has keen judgement when making decisions about cost/benefit, risk, and opportunity.

About the team
Global Regulatory Affairs team is responsible for enabling and protecting Kuiper’s use of radio frequency spectrum throughout the world. The Regulatory Analysis and Engineering Team uses a data driven approach to develop strategies for regulatory and policy advocacy, and to guide the Kuiper system’s use of RF spectrum. The Regulatory Analysis and Engineering Team analyzes Kuiper system performance, including how it is affected by RF interference, and works in close collaboration with Kuiper design teams to optimize the satellite architecture and meet its regulatory obligations.

BASIC QUALIFICATIONS

– 8+ years of experience in satellite communications, telecommunications, and/or radio frequency management.
– Experience in submissions for official licensing and certification through relevant compliance bodies (such as US/FCC, Canada/ISED, EU/NB, or Japan/TELEC).
– Experience in the application of the international Radio Regulations or U.S. satellite regulations.
– Experience in identifying and documenting regulatory requirements extracted from Industry, Safety, EMC or Wireless standards.

PREFERRED QUALIFICATIONS

– Experience developing and licensing satellite antenna products
– Strong interpersonal, verbal, and written communication skills, including the ability to communicate effectively with people in a variety of disciplines though all levels of an organization.
– Experience performing data or system analysis using Python and/or Matlab.
– Experience analyzing satellite communications systems in non-geostationary orbit.
– Experience developing link budgets, analyzing the potential for harmful interference, and optimizing RF system performance.
